The development plans came before the Warrnambool Council last night, where councillors voted to withdraw development consent for the stage and ban dancing at the venue until the venue is redeveloped. In January, the council was granted the power to ban dancing at Tivoli, following a request from a number of police and fire brigade groups. A request to limit the club's capacity to about 500 people was also made. It's understood the venue had been granted a 12-month licence to operate by the previous council, under a more lenient provision. However, that expired in May. Both the artistes and council believe that the council is being prevented from completing the redevelopment of the club's facilities. While Tivoli management declined to be interviewed, a spokesman said the venue had started working on the project last month. ​"All we are looking for is more opportunity to show off what Warrnambool can do and we are open for business," he said.
